Unless there is significant rainfall the state could face a more serious situation than in 2007.  The federal drought map released today shows 14 western counties in exceptional drought, twice the number from last week.  Ninety-seven of the state's 100 counties are in some level of drought.

      <title>GOV. EASLEY DECLARES STATE OF EMERGENCY TO HELP FIGHT WILDFIRE</title>
      <description>Gov. Mike Easley today is issuing an executive order declaring a state of emergency in Hyde, Tyrrell and Washington counties due to the wildfire that now covers about 30,000 acres (50 square miles), much of it in the Pocosin Lakes National Wildlife Refuge.  By issuing the executive order, the governor directs all state and local agencies to deploy necessary resources and personnel to protect the public.  In addition, the executive order designates Secretary of Crime Control and Public Safety Bryan Beatty as coordinator of emergency operations to fight the fire and protect the citizens in the area.

The program was selected from a pool of nearly 1,000 applicants to represent the best in government innovation on the local, city, county, tribal, state and federal levels.  From the 15 finalists, six programs will be selected to receive $100,000 toward the replication and dissemination of the innovation.  The winners will be announced in September.</description>

      <title>GOV. EASLEY ANNOUNCES N.C. EARNS 2nd AMERICAN VITICULTURE AREA DESIGNATION</title>

Mike Easley today announced that the Swan Creek area, about 160 square miles that includes portions of Wilkes, Yadkin and Iredell counties, became North Carolina's second "American Viticulture Area."  The designation, which is bestowed by the U.S. Treasury Department&amp;#39;s Alcohol and Tobacco Tax and Trade Bureau, allows consumers to better identify the regions where the wines they purchase are produced and vintners to better describe the origin of their wines.  The Yadkin Valley was the first region in the state to earn the designation in 2003.

      <description>Gov. Mike Easley today announced that 100 North Carolina college, graduate and law students have been selected for 10-week summer internships with state agencies.  The N.C. State Government Internship Program, in its 38th year, is coordinated by the Youth Advocacy and Involvement Office in the Department of Administration.&lt;br&gt;&lt;br&gt;

&amp;#39;&amp;#39;This outstanding group of students will gain hands-on experience in dozens of diverse jobs across state government this summer,&amp;#39;&amp;#39; Easley said.  &amp;#39;&amp;#39;These opportunities help to prepare our students for the challenges of the global marketplace and encourages public service.&amp;#39;&amp;#39;&lt;br&gt;&lt;br&gt;

Ninety-eight North Carolina students were awarded internships in 2007.  This year, 586 students from 70 counties and 109 post-secondary institutions applied for internships.  Through a competitive selection process overseen by the N.C. Internship Council, 100 students were selected to work in projects in 22 departments and 50 divisions o fstate government.

      <title>GOV. EASLEY RELEASES ENERGY EFFICIENCY GRANT RECIPIENTS</title>
      <description>Gov. Mike Easley today released the recipients of the state's first Energy Efficiency Reserve Fund grants to implement 58 power-saving projects at 10 state agencies, 15 University of North Carolina campuses and six community colleges.  The $5 million being spent on the projects will save about $3.2 million a year in utility costs.  The energy saved is equal to the amount needed to power 4,028 homes for a year.&lt;BR&gt;&lt;BR&gt;
&amp;#39;&amp;#39;These are effective and creative energy-saving initiatives that can quickly be put into place and just as quickly reap rewards,&amp;#39;&amp;#39; Easley said.  &amp;#39;&amp;#39;These projects provide substantial savings that will help control the amount of taxpayer dollars spent on energy and help make sure we are not squandering natural resources.&amp;#39;&amp;#39;&lt;BR&gt;&lt;BR&gt;
The governor made the announcement at the 5th Annual North Carolina Sustainable Energy Conference.  The grants are administered by the State Energy Office.&lt;BR&gt;&lt;BR&gt;
More than 200 proposals were reviewed by the Energy Office and the State Construction Office to come up with the best.  Three of the 58 projects awarded grant funds call for improvements to boiler efficiency in the state departments of Correction, Health and Human Services, and Juvenile Justice and Delinquency Prevention facilities.  By spending $445,000 on the improvements, savings of $532,000 are expected in the same year.  Not only will these facilities be improved, but in less than a year these projects will more than pay for themselves, to the tune of $87,000.  While not every project boasts that kind of return, they all provide substantial savings to help make sure every taxpayer dollar is wisely spent.&lt;BR&gt;&lt;BR&gt;

A low pressure system from the Gulf of Mexico will move into central North Carolina after midnight bringing a brief period of snow and sleet followed by freezing rain that will eventually turn to rain.  The event is expected to bring up to an inch of snow to the Triad and as much as 2-4 inches inches in the mountains.  The Triangle area is expected to get a mix of precipitation that will make driving difficult during the morning commute. </description>

      <description>Gov. Mike Easley today bet Oregon Gov. Ted Kulongoski that the UNC Tar Heels baseball team will beat the Oregon State Beavers to win the 2007 NCAA College World Series.  At stake is one pound of barbecue, one bottle of barbecue sauce and one pint of slaw from both Wilber's Barbecue of Goldsboro and the Barbecue Center Inc. of Lexington and a case of Cheerwine.  Kulongoski has countered the wager with an offer of a basket of products made in Oregon including a sampling of Pacific seafood, local cheeses, craft beer and hazelnuts.</description>

      <title>GOV. EASLEY NAMES JUDGE JIM HARDIN TO DURHAM D.A. POSITION</title>
      <description>Superior Court Judge Jim Hardin, at the request of Gov. Mike Easley, today agreed to fill the vacancy created by the suspension of the Durham County District Attorney.  Hardin served as Durham County District Attorney for 11 years, until 2005.  Easley asked Hardin to serve as district attorney until such time as Hardin can take stock of the office, the personnel, and its practices while the governor conducts a search for a full-time replacement to serve the remainder of the term ending in 2008.  Hardin is expected to be off the bench and in the district attorney's office for about two months.</description>
